Bluepoint Wellness Relocates as Connecticut's Last Medical-Only Dispensary Faces Hybrid Shift

Connecticut's sole remaining medical-only cannabis dispensary, Bluepoint Wellness in Westport, plans to relocate within the town amid local zoning barriers to recreational sales. This move signals the potential end of dedicated medical marijuana outlets in the state, as operators pivot to hybrid models blending medical and adult-use products. Unless Westport updates its zoning code, the shift could eliminate access points reserved exclusively for patients.

Zoning Restrictions Block Recreational Expansion in Westport

Westport's Planning and Zoning Commission has repeatedly denied Bluepoint's requests to sell recreational cannabis, preserving its status as a medical-only site since its 2019 opening. In 2021, following state legalization of adult-use marijuana, the town amended its zoning regulations to ban such businesses, primarily due to fears of increased traffic. Bluepoint co-founder Nick Tamborrino highlighted the frustration in 2023 testimony, noting daily turnaways of local residents seeking recreational products.

To adapt, Bluepoint launched Venu Flower Collective, a recreational store 50 miles away in Middletown. The Westport facility will now shift locations within the town for 18 to 24 months, after which it aims to relocate to an unnamed town for hybrid operations, according to CT Insider reporting. Of Connecticut's 61 licensed cannabis stores, 29 already operate as hybrids, underscoring Bluepoint's outlier position.

Medical Patient Base Erodes as Recreational Market Expands

Recreational sales, launched in 2023, have reshaped Connecticut's cannabis landscape. Medical patient numbers dropped from nearly 49,000 to under 32,000, reflecting a broader national trend where adult-use access draws former patients. Annual medical sales fell $21 million in 2025 from the prior year, with transactions declining from 2.6 million in 2024 to 2.2 million.

Ben Zachs, chief operating officer of Fine Fettle—which runs nine hybrid shops—observes that sustaining medical-only models grows challenging amid these changes. State cannabis ombudsman Erin Gorman Kirk points to high prices, inconsistent quality, and limited variety compared to neighbors like Massachusetts and Rhode Island as key factors driving patients away.

Implications for Patient Access and Market Evolution

The decline pressures medical-focused operators like Bluepoint to hybridize or risk closure, potentially reducing specialized services for patients with qualifying conditions. Hybrids offer broader inventory but may prioritize recreational demand, altering the patient experience. This mirrors patterns in other legalized states, where medical markets shrink as recreational ones dominate, raising questions about equitable access for those reliant on physician recommendations.

Connecticut's trajectory suggests zoning flexibility or state incentives could preserve medical options, but local resistance in towns like Westport complicates that path. As Bluepoint's relocation unfolds, it tests whether dedicated medical dispensaries can endure in a recreational-dominant era.
