This extension addresses retailer worries about sales interruptions during the holiday rush following the BioTrack-Metrc merger.
Phased Rollout and Specific Requirements
The system launches in stages to minimize business interruptions in New York’s established cannabis market. All licensees must credential with Metrc by December 17. Cultivators need to tag all plants, processors must apply Retail ID tags to new products created and shipped to distributors after that date, and distributors must tag existing inventory packages and log them into the system. Retailers face a strict rule: they cannot sell new incoming inventory after December 17 unless it is entered into Metrc.
Reasons for the Delay and Regulatory Support
OCM spokeswoman Vanessa Cheeks explained that the office and Metrc have collaborated closely with businesses during the transition after the BioTrack merger. Feedback prompted the inventory deadline push to January 12, supporting retailers through peak sales while enforcing compliance. Cheeks emphasized that credentialed licensees meeting deadlines will experience no operational disruptions, as many are already integrated.
Industry Criticism and Tracking System Goals
The Cannabis Association of New York objects to Metrc’s Retail ID tags, which cost 10 cents each and require multiple applications for some micro-operators holding various licenses. CANY President Damien Cornwell stated this inflates compliance costs beyond 40 cents per unit, burdening the supply chain. Mandated by the 2021 recreational cannabis legalization law for adults 21 and older, the system tracks inventory statewide to block illegal out-of-state product trafficking, with OCM pledging ongoing rollout assistance.
